The Independent Sector team’s role is to provide a central point between Independent Sector providers, Contract Managers located within the Commercial Directorate of the Department of Health, PCTs and Referrers to the nationally procured IS contracts. The team can provide a key future role co-ordinating the development of a standard approach to contract management for prospective contracts with the Independent Sector that fall outside of the formal Department of Health process. The Independent Sector Diagnostic Lead has produced a generic contractual document for PCTs to use in their contractual agreements. CISSU has also been requested to provide a central database of tariffs. It has also been agreed that CISSU will support individual PCTs in their negotiations with Independent Sector providers if requested. CISSU are now involved with the management of the MRI fasttrack contract to ensure Commissioners are fully briefed on changes to service delivery.

Key components of the Team’s remit are:

  • to work with all parties to establish robust information flows in support of contract management of IS providers.
  • to monitor and facilitate the operational effectiveness of patient pathways within the independent sector.
  • to play an operational role in reviewing progress against key performance indicator.
  • to support PCTs in partnership with Department of Health to ensure contract utilisation is maximised.
  • to co-ordinate and attend marketing events on behalf of Independent Sector Providers.

Julie is responsible for the effective management of contracts negotiated with the Independent Sector on behalf of the PCTs and is the first call of enquiry for all PCTs and the SHA in respect to contracts placed with the Independent Sector. Julie also liaises with CCMU, DH and Wave 2 IS Diagnostics provider colleagues in respect of the Wave 2 IS Diagnostics contract, on behalf of participating Cheshire & Merseyside PCTs. She co-ordinates and monitors modality mobilisation and implementation plans, in conjunction with participating Cheshire & Merseyside PCTs’ Diagnostics Leads.
